CEC keeps ISO quality certificate after international audit

The Central Election Commission (CEC) of Georgia has once again been confirmed as meeting ISO 9001:2015, the international quality management standard, after passing an international surveillance audit, the commission said.

“The quality system was assessed in two stages. On 24 July 2026, an auditor from Management Systems LLC carried out an internal audit, and on 2 September 2026, the international auditor LL-C (Certification) Czech Republic a.s. conducted a remote surveillance audit. The CEC passed both and retained its international ISO 9001:2015 certificate.

Among the strengths of the election administration’s quality management system (QMS), the international auditor particularly highlighted its ability to cope with a difficult and changing environment: ‘Despite political turbulence, attempts to spread disinformation and pressure in the information space, the election administration is effectively fulfilling its constitutional obligations to the Georgian people.’

“The audit found that the documented management system met high professional standards. It confirmed that the organisation’s management system meets the requirements of the relevant standards and achieves the outcomes expected of accredited certification, as set out in the ISO-IAF communiqué on accredited certification.

According to the auditor, the organisation meets and properly implements the management system requirements and can ensure the continuous delivery of services in line with customer requirements and applicable laws and regulations, to increase customer satisfaction. This conclusion is based on an assessment of how well each requirement of the standard has been met, as shown in the report’s compliance matrix.

The audit once again confirmed that the CEC’s core areas of work, including its strategic goals and objectives, ongoing activities and projects, the services it provides, and its monitoring and reporting mechanisms, comply with all the standards required for quality management. This shows that quality management is an important part of the election administration’s day-to-day work and institutional development.

The ISO standard is one of the most widely recognised international frameworks for quality management. It helps organisations to improve their work systematically, manage processes effectively, and provide transparent, customer-focused services.

For the CEC, keeping this international quality standard is not only a demonstration of effective internal management but also a guarantee of a high level of accountability and transparency to the public. It is further proof that the election administration operates in line with international principles and best practice.

The CEC first obtained ISO certification in 2019, confirming that its quality management system and business processes fully complied with ISO 9001:2015. It was also the first election administration among the Eastern Partnership countries to receive the certificate.

“This latest confirmation of compliance with the international standard marks another important milestone in the CEC’s ongoing quality management, institutional development and continuous improvement,” the CEC said.
