The Chairman of the Communications Commission (ComCom), Goga Gulordava, presented the regulatory body’s 2025 performance report during a joint hearing of the Georgian Parliament’s Sector Economy and Economic Policy Committee and the Human Rights and Civil Integration Committee. Delivering the annual report, Gulordava provided a comprehensive overview of key performance indicators and market trends across the electronic communications and broadcasting sectors over the past year.

ComCom’s Chairman noted that authorised entities in the electronic communications sector generated 1.855 billion GEL in revenue in 2025, up by 120 million GEL compared to 2024. The total number of mobile service subscribers stood at 6.43 million, comprising 1.68 million corporate subscriptions and 4.75 million individual mobile users. Mobile market penetration reached 169 per cent nationwide.

By subscriber volume, MagtiCom commanded 41 per cent of the mobile market in 2025, Silknet held 36 per cent, and Cellfie Mobile captured 23 per cent, while MVNO provider Eclectic registered 0.4 per cent. Average revenue per user (ARPU) across the mobile sector was recorded at 14.8 GEL.

Gulordava noted that 5.1 million subscribers used mobile internet in 2025, an increase of approximately half a million year-on-year. Over the past five years, mobile internet adoption has grown at an average annual rate of 8.2 per cent.

Fixed broadband internet subscriptions reached 1,212,000, an increase of 54,000 compared to 2024. Household penetration for fixed broadband stood at 95.8 per cent, with fixed internet coverage available in 2,583 of the country’s 3,385 villages.

Broadcast transit subscribers totalled 803,000, reflecting an average annual growth rate of 2.75 per cent over the last five-year period. IPTV remained the dominant broadcasting transit technology, commanding an 87 per cent market share.

Addressing the broadcasting sector, Gulordava reported that 108 authorised television channels, 46 licensed radio broadcasters, and 12 authorised radio stations operated nationwide in 2025, alongside 21 national free-to-air terrestrial television broadcasters. Total advertising revenues for broadcasters reached 109 million GEL, with television commercial advertising accounting for 100 million GEL and radio advertising bringing in 7.7 million GEL.

In total, the telecommunications sector contributed 643,842,117 GEL to the state budget in 2025, up by 150 million GEL compared to the previous year. Tax payments from broadcasters accounted for 47,200,867 GEL, authorised electronic communications entities contributed 470,768,047 GEL, and spectrum licensing revenue generated 125,816,349 GEL, while administrative fines added 56,854 GEL to state coffers.
